European Donor Support to Sexual & Reproductive Health and Family Planning: Trends Analysis for 2015-2016

This report analyses European donor financial and policy support to SRH/FP in 12 European donor countries, collected by Countdown 2030 Europe national partners.

It concludes that despite significant challenges of shrinking ODA budgets and political change both within Europe as in other parts of the world, European donors remain committed to improving sexual and reproductive health and family planning, a testament to the strong foundations that have been established by the SRH/FP community over the years. Numerous new policies and strategic plans from C2030E countries have been published this year, confirming this commitment through progressive programming strategies and funding streams.  Although financial expenditure from 2014 to 2015 has gone down for population assistance and UNFPA (respectively a 13% and 9% decrease compared to 2014 levels), C2030E countries’ contributions to population assistance increased by 12% compared to 2012 levels and were maintained at the same 2012 levels for UNFPA.

Going forward, in 2017 the Countdown 2030 Europe Consortium will continue its advocacy in preventing last year’s cuts to sustain, and in supporting the longer-term trend of increasing European donor support for SRH/FP. Initiatives like the She Decides international conference bring with it a sense of momentum for change, which the Consortium believes will need to be continued throughout 2017 and beyond to ensure European alignment of financial expenditure to SRH/FP policy commitments.
